The potash mining areas in the Hessian Werra Valley around Philippsthal/Heringen on the railroad route Gerstungen-Vacha-Bad Salzungen were divided by the German-German border, so that the route of the Hersfeld Kreisbahn (County Railroad) to Philippsthal was the only link from this area via Bad Hersfeld to the DB network. The Hersfeld County Railroad bought a V 80 and a V 160 from the DB for hauling the heavy potash trains and designated the V 160 as the V 31; it was known as "Lollo". In 1992/93 operations on the Hersfeld County Railroad were halted.
