After World War II the German Federal Railroad decided on an extensive investment in a rebuilding program in order to turn existing large numbers of German State Railroad cars, which were often in damaged condition, into modern rolling stock at the lowest possible cost. These new cars were always operated in pairs in passenger trains for commuter and suburban traffic.
